Bulgaria

Brief description:

After much debate, the Bulgarian Parliament approved legislation in November 2011 that will clear the way for the deployment of carbon capture in the country. The law is still to be passed by the parliamentary Committee on the Environment.

There are concerns over the safety of CCS technologies and the long-term storage of CO2 underground. However, CCS also has its supporters in the country, who believe it is a cost-effective alternative to buying emissions quotas.

Bulgaria signed the UNFCCC in 1992, which was ratified by its parliament in 1995. The country has acknowledged the importance of climate change and the need for international cooperation. Its emissions reduction target for the first commitment period (2008-2012) is 8% of its base year (1988) emissions.

The Ministry of the Environment and Water is tasked with implementing the country's Climate Change Action Plan.
