ZERO supports Auditor General's report on Mongstad

The Norwegian Office of the Auditor General published a report on the Norwegian State's involvement in the CCS project at Kårstø and Mongstad this week, where they comment on the cost increases that have occurred.

- It is important that the Ministry of Petroleum and Energy improves overall risk management in its work on CCS, says Auditor General Jørgen Kosmo.

The investement budget for the Mongstad project is now NOK 1.7 billion higher than originally presented to the Norwegian Parliament, and so far the State has spent NOK 7.4 billion on the project, which is more than ten times more than the original total budget.

Marius Gjerset, Head of Technology in ZERO, says he is happy to see that the Auditor General has completed the report and that ZERO supports the conclusions.

- Statoil does not have the incentives to finish the project in a timely and cost-effective manner. The situation today is that Statoil takes all the risks and the Norwegian State pays the bill.

ZERO created a memo earlier this year where they ask the Norwegian government and parliament to take charge to reduce spending and make sure that the Mongstad project is finished on time.

ZERO suggests to renegotiate the agreement between Statoil and the governemnt, that the government should take a larger proportion of the risk, and to give Statoil incentives to be more cost-effective. One should also consider putting the project management of Mongstad CCM out to tender, which will take involvement from the policy-makers and sends a clear message to the newly elected government.
